I suspect that you will find getting a licence extremely difficult. Have a look at this thread also:

Cant be impossible as they are around. Last year where we were on holiday an English lady did the rounds every evening.

We were near La Manga at the Mar Menor. However I dont know anything about the legality of it!

We were in Costa Blanca last week and in Carrefour's car park on the N332 at Punta Prima, there was an ice cream van.
It was a trailer/caravan type van, attached to a car, and had electric hook up to run the machinery, obviously supplied by Carrefour.
The couple looked "English," but as I didn't get an ice cream (too fat already!), I can't be sure.
But they were certainly trading...............
