Not sure if any of the mobile companies run hot spots here in Spain, most are doing 3g networks for internet access but this can be expensive if you don't setup a contract with them.

Vodafone were doing unlimited 3g access for about 50 Euro a month and a free dongle to go into your lap or deck top.

My friend over the road has a vodafone setup at home, he said it works well. I have rural internet which is a fixed wireless network, costs me 35 Euro + IVA a month, this works very well.
