Just been to our Administrators and heard this conversation ( not eavesdropping, no need in Spain !! )....................................

Our water's been cut off............................................why.....................................we were on builder's water, but it's gone........................well you need to contract for it yourselves..................................can't......................why.......................no Habitation Certificate.......................the builder's not paid the water bill and they won't reconnect till it's paid and we can't do it cos we have no certificate and the community has no money and anyway there isn't a proper community yet cos it's not been handed over...................................who is your developer??????
