Hi Zero,

You would be very wise to avoid this development,it has been associated with the jailed mayor and is currently under investigation as to whether licence was gained illegally or actually if licence exists.(allegedly)

For legal reasons i cannot elaborate too much but there are enough rumours floating around to make my instincts tell me to avoid it.

This may be conjecture and hearsay but i would want to check out the legalities.
