How do urbanizations deal with this?
A resident with a drink problem, gets bored, tampers with the builders electrical supply, is abusive to neighbours and the site security staff, then caps it all by throwing stones - hitting a resident. He's been denounced for that.
What's the answer?

I have Scicilian in laws,they have a way of persuading people to behave themselves!!!!
That goes for son-in-laws as well unfortunately
