Obtaining a licence in Andalusia (Granada)

Hi - I bought a small old house in Loja, near Granada, in March 2015 knowing that it needed some work (retile roof, fit kitchen, demolish and rebuild bathroom slightly larger etc.).  I foudn a builder in Spain and he applied for a licence to do the work in April to Granada town hall.  It is now November, and he says he still has not heard back from them, despite frequent calls, and he says a visit. I have never seen my builder's applciation on my behalf.

What is the best thing I can do to push this along?

Ask the builder in a friendly way for the application number/ref, say you have had enough of the waiting and are going to tackle the council yourself. If he refuses or is unable to give you the information I would smell a rat and take my IBI bill and ID to the council and ask them if a licence has been applied for
