Hi,

Does anyone know if tax relief is available for property repairs in Spain, specifically in Andalucia (e.g. replacing a kitchen in a flat)?

If so, should this be declared in La Renta at the end of the tax year, or are there other forms to fill in for this?

A New Plan of the Spanish government subsidizes housing reform

The government approved the State Plan in July to promote rental housing, building rehabilitation and restoration and urban renewal until 2016. The plan has allocated a budget of 2,311 million euro and includes among its main objectives building rehabilitation in order to improve quality housing.

An important part of the program is dedicated to the rehabilitation of housing, and its objective is “to promote the actions of intervention in buildings and facilities to improve their condition, ensure their accessibility and improve energy efficiency.”

The recent agreement of the Council of Ministers authorized the signing of cooperation agreements between the Ministry of Development and the regions for the implementation of this State Plan;  aids and grants will vary from one region to another, depending on such agreements.

To be eligible for this economic help, the property must have been built before 1981 and at least 70% of its area must be of residential housing and be the habitual residence of the owners or tenants.

The beneficiaries of this aid are communities of owners, community groups or sole owners of buildings. Regarding the amounts provided, the amounts shall be granted up to €4,000  per household for conservation purpose; up to € 2,000 per house to improve energy efficiency (€ 5,000 if the demand for energy of the building is reduced by 50%), and up to € 4,000 per household for improving accessibility purpose. These amounts could be increased by up to 10% in buildings that are declared of cultural interest.

Limits for these grants are also drawn: the amount may not exceed 35% of the budget of the work; exceptionally in the case of improving accessibility, 50% and in any case will be awarded a maximum of € 11,000 per household.
