I am informed that a new law passed in February this year requires any EU citizen to apply for a Residential Certificate after 3 months here.
This replaces the present 'Residencia' and is a bit more complicated to obtain. i.e you need a Census Certificate from the town hall etc.
Does anyone know about this?

The whole idea of the "new" certificate which replaces the residency card, is that it is less complicated. In theory, it should be issued on the spot when applied for at your local foreigners dept. or police station. Whether or not this is the case remains to be seen, but it's clear at least that the certificate is completely useless, and the lack of proper ID cards for EU Citizens resident in Spain is likely to cause more than a few headaches.
