Zero excess on car rentals

Can anyone explain the situation regarding zero options, the car firms say if you take this out you don,t have to pay any other insurance, but when at the booking office they say you need windscreen, tyre etc insurance, you pay because you don,t want to be caught out, but what is the situation?
