Unemployment in Spain to stay above 20% until 2013

I've just read a depressing article on Fox News where BBVA is predicting that unemployment will stay above 20% until 2013.  There's a lot of desperate people in our area (CDS), including a lot of expats who are just about hanging on.  This is not great news is it?

How long will it be before we get back to Spain's boom levels of unemployment i.e. 10% ?
