Galesa water company

I've heard through a friend that Galesa have given us until 13th September to register and pay for installation for water otherwise the current builders supply will be cut off. We're not able to go out until October. Is there a way of registering online? The lawyer wants 100 euros to do this. Not much notice considering half the owners are from outside Spain and may not have heard yet.
