Alternatives to using 901 and 902 telephone numbers?

Hi, Does anybody know if there is a Spanish equivalent of the saynoto0870 website. I am trying to find a cheaper way of calling Spanish numbers beginning with 901 and 902, which are allegedly cheaper to call from Spanish landlnes, but very expensive from Spanish mobiles and not available from UK or Skype.
