Can we have it underwritten by Lloyds of London and fully enforceable in the country where the buyer resides.

Otherwise it aint worth the paper it's written on just like the current bank/insurance guarantee/aval.

I think that the Insurance Policy that you are referring to is a 'Safepurchase Title Deed Insurance Policy' which basically Insures against many legal problems that you may encounter with your property.

In short it covers you for up to 300'000 Euros worth of legal costs that you may encounter for a 20 year term for about  25 Euros per year. The scheme is underwritten by Caser seguros ( a Spanish division of an American Insurer, where this kind of policy is quite common )
