I attach a proposal I wish to make at the AGM this thursday re item 10 relating to outbuildings . I would welcome support as I think it is both pragamatic and in everyones interests to support this  and to put this matter to bed

 

The Case For A Reinterpretation/Definition Of ByLaw Relating To The Erection Of Exterior Pump Houses
·       The community will benefit from increased demand for properties. This will be supported if the resort is seen to be pragmatic in terms of owner’s needs and requirements.
·       Property values are likely to increase as a result of more installed swimming pools both individually and as a resort overall
·       Pumps need to be above ground to prevent flooding as witnessed by personal experience and cost on the resort by being set below ground.
·       Construction should be sympathetic to existing builds but need to have a solid roof to prevent rain seepage.
·       Additionally, they should not detract from other members of the community’s enjoyment in terms of vista and aesthetics.
·        Proposal is to set an amnesty on current build and redraft size regulations and immediate neighbour consulting process to control unregulated building but be sympathetic to owners needs
Personal Experience
·       Pump house is less than 1.3 metres in height and 1.5 metres in width and depth.
·       Is totally dedicated to housing the pump and nothing else
·       Does not obstruct any views of the gold course
·       Will be invisible externally as will be covered in climbers
·       Have support from neighbours that there is no issue.Have already funded a new pump for neighbour due to water damage as a result of their pump being underground

Not sure about the amnesty on ALL currently built pumphouses as there are some that are really taking the p*** (not yours by the way) but back you up 100% on the re-definition of bylaws to encompass all the points made in your 'Personal Experience' subsection of your post.

Can we put things into perspective here regarding pump houses and constructions in Villa gardens,Amnesty for existing constructions is not an option,if owners had taken the time to read the by-laws or consult Housing they would have been clearly told that they are not allowed

 

For some Villa owners these constructions are already obstructing their views.

 
 
I understand that a facility is required to house a pump and a filter for swimming pools and if constructed correctly there is know reason for them to be visable.We all expect our properties at Corvera to look impeccable and hopefully increase in value but the assortment of construction that is going on at present will not add value to our properties but devalue them.

When you say the pump doesn't need to be visible does that mean they have to be underground. If that is the case then why are there so many examples of flooding of the current Corvera pump housing units. This is particularly the case if the property lies on an incline and has a strong water run. As I said in my submission, I have already replaced my neighbours pump at personal cost because of the basic design fault of puting pumps underground. Perhaps you are lucky in that your pool (I assume you have one ) does not lie in the path of flash water drainage otherwise I think you might be more sympathetic .

As for consulting housing, we left various messages for housing to contact us when the pool was being installed  re this type of regulation. No one returned our calls and there wasn't an office on the resort.  

I agree with your point on obstruction of golf views but I didn't want to sound parochial and selfish by claiming that my pool house is unobtrusive and doesn't effect anyones views what so ever, as witnessed by the support that  I have from my neighbours. Please take time to view it as I am opposite the first green with a privately installed pool (ie non Corvera). Similarly please tell me your address so I can see the issues that you have with obstructed views.

As for reading bylaws - yes maybe I should have, but the installation was left with the pool company. I have spoken to them and they are astonished that the pump house is an issue. No excuse in my not reading but I was acting in good faith and didn't believe that such a small constructuion would create such aggravation. All I want to do is enjoy Corvera and not spend time with continous fire fighting with housing and with the developers. Life's too short and I have better things to do. Surely given the history of the resort and the aggravation we have all suffered to get this far over the last 5 years we must be able to come to some pragamatic solution . I think Steve and Janes post maybe the best solution.

Dear Mr Cleak

I personally do not have a problem with your pump house it is with others that are bigger and causing obstruction of views but unfortunatly we cannot have one rule for one and a different rule for another and the issue still remains that they contravene the by-laws. The maximum height for a fence for Villas facing the golf course is 90cm (these buildings far exceed this) you will understand that the reason for this is for some uniformity not only for views from the properties to the golf course  but also the visual look from the course back to the Villas in some areas these are already looking very unattractive with various assortment of walls fences and buildings.

thank you for your response.Understand by laws,understand the need to keep the views as pristine as possible, understand the need to be sympathetic to your fellow man-what I dont get is the lack of understanding in  your response on a pragamatic solution to those who have not transgressed the spirit of these principles.I asked some pragmatic questions in my response to your posting plus offered a solution on the likes of a minor redraft of the by laws to accommodate your and  and other menbers issues and my own on the proposal that Steve and Jane have proposed. Would also value seeing your individual issue re the said buildings. I dont know where your property is but would welcome to meet up on thursday morning to talk about this.

What time suits?
