arenal golf titles

This is a first for me! can anyone tell me why there is a phase one thread, and a phase 2 3 4 5 community,does the development not come under Arenal Golf.Is phase 1 under a different management or administration I am a little confused by this

Phase 1 was completed a few years before  phases2/3/4 were completed in fact phase 4 was only released in early 2008 and the remaining blocks on phase 4 released in March 2009.

Each phase has its own president and administrator as well.

Phase 1 is also not part of the development site that contains phases 2/3/4/6/7/8 its across the road from the Xanit Hospital only a stone's throw away.

Phase 5 is suppose to be a hotel but nothing has started yet all the other phases 6/7/8 are completed but not released.
