Community problems and need for help

Communial TV systems

I am living on a spanish community and would like the new spanish TDT system and our administrator has said that we can not have it because the cost will be 300 euros. The community only has 11 properties and 3 people would like our old analogue system updated to the new digital system. At our AGM we were outvoted by 5 votes against and 3 votes for the system. We have been advised to buy our own seperate aerials which is against the escritura of the property.

I have been told that under spanish law if only ONE person requests a communial tv system to be upgraded then it must be.

Can anyone please advise?

I thought the Community HAD to pay for the Spanish Digital Upgrade, there is no vote on it, it is an obligation. You would obviously have to pay for your own box but the Community HAS to upgrade. Our Community ( 184 apartments ) upgraded ages ago and If I remember each owner contributed 8€ for the cost as it was not a budgeted item.
