My gut feeling is that the answer to your question is probably never... I think it will go the same way as all the other white elephant airports that sprang up and that are now standing empty, bereft of aircraft, airlines and punters.
As regards Duty Free Shops at the airports mentioned in the link, one has to ask what is the point? With the exception of the Canary Island airports, europunters wont be allowed to use them since their flights remain solely within the EU; none of the mainland airports listed operate flights outside of the EU, so the 10M Euros to be invested is just another total waste of money.
