Developments with no postal delivery.. it is legal

There was a Royal Decree passed in April 2007 by which a new class within postal regulations was created:

Developments with no delivery:   

Are called " special surroundings " ( Entornos especiales)  and Correos ( National Public Postal services) is under no obligation for home to home delivery. In these cases, letters and parcels will be placed  in determined pigeonholes placed in an specific point of the development or group of houses.

This special rule is applied to those surroundings where the number of  registered residents are 25 or less per hectare, or  when the number of remittances are under 5 per week and address.

WHAT DO WE DO , OUR ESCRITURA SAYS SAN MIGUEL DE SALIANS, PADRON, HEALTH -SAN MIGUEL DE SALINAS ETC (03193) WILL NOT DELIVER TO URBANISATION.
WE THEN TRANSFERED TO ORIHUELA COSTA(AS 2 PHASES COME UNDER THAT AREA) AND DID HAVE A DELIVERY.
THEY NOW DON´T DELIVER EITHER. WE BROUGHT GROUP BOXES, SET UP AS DICTATED BY THE POST OFFICE, AND STILL NOT POST.
WE ARE MISSING THIS YEARS SUMA BILLS, AND 2 YEARS OF BIRTHDAY CARDS.
WHERE DOES ALL THIS UNDELIVERED POST GO. EVEN IF YOU GO TO THE POST OFFICE, THEY EITHER WON´T LOOK AT ALL, OR SAY THERE IS NO POST. I KNOW THERE IS BECAUSE MY FRIEND OF 44 YEARS ALWAYS SEND ME A CARD
WHAT CAN WE DO?
THIS DOES NOT SEEM RIGHTAT ALL

Hi Maria - I too am in Orihuela Costa and we have 220 on our urbanisation. Correos at Playa Flamenca won't deliver the mail to our communal boxes because they have not been asked by teh president or the administrator! When we asked the administrator to ask them to deliver, the administrator came up with lots of problems - I had to draw a map of where the boxes were and a diagram of what they looked like!! All 220 boxes - it took me ages!! Then the administrator said that Correos wouldn't deliver to our boxes because one of the individual doors is broken - for one house out of 220. We are now waiting for a repair or a quote for new boxes altogether. Correos tells me that the postman saves up my mail and only gives it to their office every few weeks so it can be a month before I get my mail. I don't know who is most at fault - the administrator or Correos? Help!

Hi Maria - I sent the following - hope that it makes sense!
El oficina a Playa Flamenca no reparte las cartas a mi urbanisation a Playa Golf II - R2 en Campoamor. El Administrator a Grupo Mediterane ha preguntado pero todavia no hay una entraga. Tambien, cuando recogo las cartes a l'officina, son 2 - 3 semanas de retraso. Disen que el cartero se queda las cartas antes los hace a l'officina. Hace dos anos sin cartas y puedo la entraga ahora.
